The Innovation Project

1. Foundations

The POLIZEI-ONLINE/MEPA-ONLINE Internet application is the outcome of an innovation project of the federal state of Baden-Württemberg/Germany based on
-
EU financial support
-
Cooperation with the Central European Police Academy (MEPA) and other police organisations
-
Public-Private-Partnership between the state of Baden-Württemberg and Deutsche Telekom AG (T-Systems) and strategic partnership with Microsoft.
Its overarching objective – as agreed with the European Commission – is the creation of a reference model for international police cooperation which in future can also be used for other user groups.
In the meantime, the system will support further objectives such as

Cooperation between police organisations and industrial enterprises throughout

Internet/E-Government of the police force of the state of Baden-Württemberg,

a training portal which can be used throughout to support the introduction of digital radio in all federal authorities and organisations charged with security functions,
2. Scope of functions
POLIZEI-ONLINE/MEPA-ONLINE can be accessed via the Internet. The system provides the following main functions:
- Public Internet information supply
- Internal, access-protected information supply with numerous workflows and functions to support editorial work
- Learning management system
- Team sites (virtual workrooms)
- Personal area for each user containing personal data such as tasks/responsibilities, user contact data, qualifications, language skills, contacts/relationships with colleagues
- Competence research (e.g. “Who in is responsible for fighting cybercrime and speaks German?”)
- E-mail account
- Convenient user management features
- Training and participant management system
The creation of an e-learning application on "Foundations of police cooperation in" will be completed before long.
Based on renewed funding through the EC, the system will be further developed as follows:
- Increase in user numbers and usage
- Enhanced portal security
- Functional upgrading of the roles and rights management system and of the portal
- Integration of “Unified Communication” such as video conferencing, instant messaging
- Continuation of training measures and steps to increase acceptance
3. Employed technology
The system will be developed based on Microsoft technologies in the .NET Framework. Major software products used are Microsoft Sharepoint, Exchange and SQL technologies as well as Moodle (open-source learning management system). User management is based on Active Directory technology. In future, “Office Communication Server” software will additionally be used for the “Unified Communication” objective.
Access to the non-public area of the system is provided by means of an SSL-encrypted link and log-in via user name and password. The system is operated in an extremely powerful high-security data centre within the system environment of the e-government applications of the state of Baden-Württemberg.
The system is multi-client capable and multi-lingual. In addition to www.mepa.net, mainly used Internet addresses (domains) are
