Summary
POLIZEI-ONLINE/MEPA-ONLINE on the Internet
1. Basics
The POLIZEI-ONLINE/MEPA-ONLINE Internet application is the result of an innovation project of the Federal State of Baden-Württemberg/Germany based on
-
a Public Private Partnership of the State of Baden-Württemberg with Deutsche Telekom AG (T-Systems),
-
financial support from the European Commission,
-
collaboration with the Central European Police Academy (Mitteleuropäische Polizei-Akademie, MEPA) and other police organisations.
Its overarching objective – as agreed with the European Commission – is to create a reference model for international police collaboration that can be adopted for other user groups in future.
The basic functionalities were developed jointly with MEPA. The system meanwhile supports additional objectives, for example

Internet/E-Government of the Police Force of the State of Baden-Württemberg,
-
a training portal to support the introduction of digital radio, available to all Federal Security Authorities and Organisations throughout Germany,
-
collaboration between police organisations and with industrial companies.
2. Features of the developed software
POLIZEI-ONLINE/MEPA-ONLINE can be accessed over the Internet. The system offers the following main functionalities:

Public online information offering

Internal, access-protected information offering with numerous workflows and functionalities supporting editorial work

Learning management system

Teamsites (virtual workrooms)

Personal area for each user containing personal data such as tasks/responsibilities, own contact data, qualifications, language skills, contacts/relationships with colleagues

Competency-based search (e.g. “Who is responsible for combating Internet crime in Hungary and speaks German?”)

E-mail account
-
User-friendly user management
-
Training and participant management system (under development)
Discussions are currently underway regarding further development objectives in the areas of
-
Enhanced portal security
-
Functional extension of rights and roles management and the portal
-
Integrating “Unified Communication”, e.g. video conferencing, instant messaging
-
Continuation of training measures and measures to increase acceptance
If the European Commission provides further funding, these objectives are to be implemented/continued in 2010 and 2011.
3. Technology
The system is developed on the basis of Microsoft technologies in the .NET framework. The software products primarily used are MOSS 2007, Exchange 2007, SQL Server and Moodle (open source learning management system). User management is handled on the basis of Active Directory technology. In future, the software “Office Communication Server” is additionally to be used for the objective of “Unified Communication”.
Access to the non-public area of the system is provided by means of an SSL-encrypted connection and a log-in with user name and password. The system is operated in an extremely powerful high-security data centre in the systems environment of the e-government applications of the State of Baden-Württemberg.
The application is client-capable and multi-lingual. The main Internet addresses (domains) currently used are www.mepa.net, www.police-online.eu, www.polizei-bw.de, www.digifunk.info, www.lka-bw.de.
